How an engagement usually starts

Usually with a project that has funding attached and a budget that no longer works. The first question is whether the scheme can be delivered inside the envelope at all, and whether a different delivery method changes that. Three weeks gets you a feasibility finding and an early cost view you can take back to the board. If the answer is that the project does not work as designed, you will hear that clearly and early.
